Satan and the other fallen angels aren’t the guards in Hell, they’re the first inmates. The idea that Satan is running the place comes from Dante, not theology.
I have to admit that I have occasionally used the phrase “devil’s advocate” but it never occurred to me that one might interpret it in this more literal sense.
