It shouldn’t do that unless: You’ve smacked the sides and have therefore probably smashed the chips, or; are at a much higher altitude than where they were packed.
It eases opening the bag if you stick a pin in it first to vent the internal air pressure. Also, it doesn’t crumble the chips the way popping the bag does….

I’ve known people to make a habit of opening bags of chips that way. I’ve found the method to be less than optimal.
