IIRC, this is part of the ADA. The Braille on the drive up ATM is there because it is easier to make all the ATMs alike rather than have one type for walkup and one type for drive up.

It could be that they are trying to avoid problems with the ADA. In Baton Rouge the ADA forced the city government to put handrails on a stairway for use by people in wheelchairs.

It’s also the case that a blind person can have someone else drive them to an ATM and use it from the rear window.
