Government’s are not able to make money except by taxes (from Peter) and printing, the first to buy off the votes (of Paul) and the second to secretly tax both via inflation. A pox on both their houses!
I worked for a company where one of our clients would bring in a satchel full of cash to make progress payments on his electronics project. The owner of our company would then dash to the circuit board vendor and use the cash to get another client’s electronics “out of hock”.
Every payday, the employees had a “Le Mans start” to race with our paychecks to the bank before the money ran out. Ah, the good ol’ days. :)
Can it be done more efficiently? Certainly. But, the bigger issue is that people want and demand that government fix every problem. Especially the things they deem to be important. (It’s those “others” whose programs are a waste.) Then they demand that they it should be done for free or on the cheap. Then they complain about debt when these things actually cost $$$.

The advantage of robbing Peter to pay Paul, is that you can generally rely on Paul’s support.
