In my experience, open-book tests were always harder.
I had a math class in college which had all open-book, open-notes exams. If you copied literally everything the instructor wrote on the blackboard, your exam was an “easy A” grade, because the questions came right out of the lectures.
One of my college instructors gave open-book closed-notes tests. However, they casually mentioned that notes written in the textbook were OK.
