The creators probably know the story of the Cat Cafe in Vancouver that had to temporarily close due to all the cats being adopted out. They had to close again for the same reason. We have a clowder of 5, 4 adopted and 1 was the littlest one of her litter. That one is now a 23 lb big, black, floofy Norwegian Forest Cat named Odinsdottir.
The ones in Japan are for people who cannot keep a cat of their own in a very small city apartment.
In the U.S. they tend to be associated with humane societies and hope you will adopt a cat.
Consequently, in the U.S. you get a bunch of “amateur cafe cats” running around at random. In Japan, the same cats are available for years and you can actually develop a relationship with them.
