Before you point out the stories of Tesla owners who can’t charge their cars in cold weather I’ll mention an article I just read explaining that EV owners in Canada and Norway have no problem with it because they charge in their garage overnight every night. When they have to charge on a public charger they precondition the battery like it says to do in the manual. If you live where it’s subzero and you don’t have an indoor space to park and charge, you shouldn’t own an EV. And RTFM.
Surprisingly, cops don’t seem to give too many tickets for unsafe vehicles. I see some really questionable stuff on the road. Some states at least have yearly vehicle inspections you have to pass. A littering fine should be the least of your worries if parts of your car are falling off.

That happened to me once, the muffler fell of my old car on the road. I went back to retrieve it and it was gone! Who would want an old rusty muffler?

Back in the day, mufflers fell off just after the final car payment. Now, they use stainless steel. Lasts for a decade or two.
