When Academia Waltz went on hiatus for a while, it was replaced in the Daily Texan by Doonesbury.
Turnabout is fair play; when Doonesbury was temporarily cancelled in 1983, several newspapers replaced it with Bloom County, which until then had not appeared very widely.
Of course, Berke Breathed's style is heavily influenced by early Doonesbury, and he even (unintentionally, he says) copied some jokes. There has been a lot of tension between Breathed and Garry Trudeau since then; there's still an anti-Breathed comment in the Doonesbury FAQ page.

Steve Dallas flashbacks. How horrible would that be. Fear and loathing in academia. A milder, tamer Duke.

I think it’s a full-strength Hunter S. Thompson, all things considered. This isn’t Bloom County.

Nor is it Doonesbury - which is what Berke is referring to.
