My coworkers had a small retirement party at work for me. But they didn’t check with me first and I took that day off. They saved a piece of cake for me and its probably still in the fridge.
I was thrown a retirement party after only 2.5 years at the company (as a temp). The money came out of the departmental operating budget, no need to talk to corporate. At my previous job all of the high level managers chipped in personal funds for a summer cook-out lunch for us hands-on engineers (on site).
Basically, Penny’s boss can provide some funds, but “corporate” makes a good excuse.
Sounds about right. When I retired, I gave the gov’t a full year notice since they take that long to try to find employees. No action on their part until a week before I was leaving. Then they asked me to stay an extra month, to help out with the end of year rush. I politely declined their kind offer.

But how will they listen in on everything that gets said if the party is off-site?

If you tell them to go away they may not come back.
