If I understand correctly, the actors are not supposed to be out-of-character in the park. There are underground facilities for them.
Character actors are not allowed to break character in front of guests EVER; that person would be fired immediately for doing that. People who don similar costumes for parties that are not hired by Disney, however, might.
I prefer Universal Studios.
