Public pool time as opposed to – what? Personal pool time? I presume they don’t have a pool at home or they would not be going there.
My family used to join a township owned beach club in the summer when I was young. It was on an ocean bay plus it had a pool – and the beach itself of course. They would have activities for children during the summer as well. Mom could sit and relax and get some needlework or knitting done. I was old enough to go off alone – middle sister had to stay where mom could see her and baby sister played in the sand by mom (really fun filled diapers – in the predisposal days – to deal with later in the day). My first cousins would join the club also as did some neighbors of ours so there was generally someone we knew to play with.
My husband and I now park in the parking lot of a pool park owned by the same township when we go to the PO next door to it. (PO does not have parking.) When we walk through the park to get to the PO in warm weather and I see the people in the pool and smell the chlorine it always brings back memories of those summers.

A slingshot is not “conflict resolution.” It is conflict escalation. :-)
