    An outline in chalk can be drawn by any old gumshoe, it takes an artist to draw a likeness from somebody’s description.

    From Wikipedia as I had no idea who Keith Haring was. "Keith Allen Haring (May 4, 1958 – February 16, 1990) was an American artist whose pop art emerged from the New York City graffiti subculture of the 1980s. His animated imagery has “become a widely recognized visual language”. More at the website.

    No police artist ever drew a chalk outline (back when they once drew chalk outilines). Some detective on the scene did it before the coroner’s crew took the body away. It was used to note approximate position of the body. Today photographs are ALWAYS used but they are taken by a “police photographer” (whose style may be derivative of Ansel Adams).
