If they want to cut back on straws, maybe they should start using coffee style sipping lids for all drinks in all sizes. And yes, you could still be a punch out hole for those that want/need to use a straw.
Civilized people do not drink while they walk. The only reason to carry a cup in the street is because you bought it in a shop and are bringing it to your place, where you will have a proper straw, or spoon or other container that will help you enjoy the beverage.
For people who do NOT have disabilities requiring a straw: Your need to suckle must be Freudian somehow. Just drink it from the cup like you would at home.

A local chain of burger shops here is environmentally aware. Their straws are actually made from plants and last a little while longer letting you finish your drink before they start to dissolve.

Because of certain physical aspects, some people need to use straws. There are such things as reusable plastic straws.
