Well the Sheriff DOES have a strange point. Who are the bad guys going to kidnap, and, is that person really worth paying out ten million?

The trouble is that kidnapping becomes a weekly enterprise.

I’m guessing the intended “target” would not be the mayor (no one else has the keys to the safety deposit box at the bank to release the fund.)
