Just in case you were vague on the concept, Duke. I could say something about a criminal running for president, but it would be redundant.

Big Jim Andrews is a white-collar criminal. He’s not going to dirty his own hands by offing Duke. He’s got his people to do that for him.

I think what Duke means is that Jim may be a thief but he’s not a killer . And, yes, if you hire a killer to kill a guy, and the killer kills the guy, you’re just as much a killer as the killer himself.
