Or using the human race as a source of organ replacement parts as depicted in the UFO TV series from the sixties. Wasn’t the story of “V” about aliens who came to the Earth to take our water resources and using its people for food.
I know Soilent Green was people but that wasn’t done by aliens.
That is why the Constitution requires Congress to “maintain” a Navy. It only says Congress can “raise” an Army. Originally, the Army would only exist in wartime but you can not just build warships in 6 weeks or have trained sea going warriors that fast.
