Huey: Riley, I asked you why you just smacked Phil upside the head! Riley: Smacked who? I don't remember that. Huey: It just happened!! Riley: Weird...well, I guess we better look at the videotape. Huey: There's no videotape!! Riley: Then there's no more discussion.

And what happens when he hits YOU back and he beats you into the ground? Just because Huey’s bigger doesn’t mean he’s more able. Quite the opposite, in this case. He’s demonstrated a pacifistic attitude before, and probably has no experience hitting anything! Riley, on the other hand, loves violence, and its effects. What lesson would Riley learn then? That he could beat Huey into the ground and get whatever he wanted. And don’t forget, they live in the same house. Riley just might get it into his mind that sneaking into his brother’s room while he’s sleeping and hitting him with a baseball bat would be good fun. You sure you wanna resort to violence here?

@defunctdoormat Huey is hardly a pacifist. He tries to avoid physical confrontation if possible, but he can throw down when needed. He’s highly skilled in martial arts, to the point he has defeated/stalemated adult kung fu masters. The two siblings fight each other all the time, with Huey routinely beating the brakes off his younger brother.
