What really happened is that they were testing a high-resolution camera that would be later used for the U2 spy plane. A simple way to test it was to put it on a weather balloon and take pictures of your own bases. A thunderstorm caused the balloon and camera to crash near the base. If there really had been space aliens, they not only would have had the sense to maintain an altitude above the storm clouds, they would have had to do so to avoid being sighted by the existing aircraft.
Ed, but being that they were aliens, might they not have come from a planet where such weather phenomena are unknown, and therefore not have understood any potential threat to their spacecraft?
Since at least two other planets in our solar system alone have storms, it is highly unlikely that an intelligent civilization could have evolved from one without such things as storms, or at least knowledge about them. Again, if they were that low, aircraft would have seen them. To put it simply, there is no money to be made in claiming that it was just a high-resolution camera, but plenty to be made by claiming otherwise. Remember that if word got out that we were testing a high-resolution camera, the Soviets would have simply aimed their RADAR towers higher, making the U2 useless.
