Today in 1927 America, what remains of them are called the BLUE CIRCLE - and Annie has just met them -

The armies of Kaidu’s powerful cousin Kublai decided otherwise.
Now nearly seven centuries later, Kaidu’s remaining soldiers rise to avenge his mortifying defeat.

The BLUE CIRCLE - a sinister cult supposedly last heard from in Paris more than 200 years ago! Now flourishing anew in 1920s America - bent on igniting another World War!
“And often they were disappointed by the chosen men of their time!”
Could this be a reference to Smedley Butler? He was a war hero recruited in 1933 by the American Liberty League, including Prescott Bush, father of Bush 41 and grandfather of “Dubya” Bush 43. The plan was to for Butler to lead a Fascist coup. Butler pretended to go along, but then blew the whistle on the plot. The whole thing got covered up, of course.
Circle can mean club or group not the shape of the table where the members sit at. What is the significance of the color Blue in this Circle anyway? And wait a minute! Where’s Annie?
