We got 11 inches in 12 hours (west side of Houston). 2 Inches between 6 pm and 6:30 Monday, 9 inches between 3 AM and 7 AM Tuesday.
Note that the drainage system is designed for 2 inches per hour for the first 4 inches. After that the bayous (main drainage canals) are full, and the rate drops to 1/2 inch per hour.
Streets were mostly usable by my truck about 9 AM, for cars about 11 AM.
