    That’s true. In fact, the law requires that Ralston turn in all completed forms he collects, even if he knows they are hinky. He does have the option of flagging them for the registrar’s convenience; after that it’s up to them to accept or reject it, so I guess, strictly speaking, there is no such thing as “registration fraud”, despite what the Republicans are saying.
