dynaman: Dr. fate. captain: Dr. doom. Dynaman: Dr. mid-nite. captain: Dr. strange. dynaman: Dr. octopus! Captain: Mmm.....dr. seuss. dynaman: Dr. seuss wasn't a superhero. Captain: hey, anyone who can get me to read is a superhero....
Dr. Seuss was a pain in the butt to work with. I was involved with designing some educational software with a Seuss license, and he made all kinds of impossible demands and didn’t know the first thing about working with other creative people. Couldn’t explain his ideas at all. We ended up cancelling the project.
Dr. Doom is the one villain I can think of who could support his own movie (maybe even a franchise). In addition to being formidable and not-inappropriate for basically any of the heroes in the Marvel Universe (he does magic a la Dr. Strange, he does science/tech a la Iron Man, he does science/fantasy a la the Fantastic Four), they gave him what’s basically a superhero’s origin story (albeit one that somehow went horribly wrong).
They (Marvel) messed it up when they tied his origin to the same Cosmic Ray accident that spawned the FF in their movie, but that one’s best forgotten for a number of reasons. And since they haven’t officially tied the FF into the intertwining continuity of the recent pre-Avengers movies, they can always reboot.

Doctor Thirteen. Yes, there is a Dr 13 in comics and not just the one on House, M.D.
