Schultz definitely was onto something here. 1967 was the year the US psychologist Martin Seligman conducted his dog experiments about Learned Helplessnes (a form of depression). Those experiments were later used by the CIA (without Martin Seligman’s knowledge) to create so-called “white torture” methods (psychological torture that doesn’t inflict physical harm).
