Because they were to drunk. I saw two boats floating unmanned on my lake this morning. Big parties last night. Loads of fantastic fireworks displays and many drunk party goers.
I have proposed a concept I think would help with this kind of situation. People who leave an event bringing out a full trash bag would be given a coupon for discount on the next event, or a rebate…either way the grounds would be cleaner later.
