The trouble with that kind of toon (from the right or left) is that it doesnt ridicult the inperfect humans that hold public offices but the institutions themselves, therefore taking away from those institutions a tiny bit of their power.
In this case I have to agree with the toon. At the very least this is the impression they are all giving. I take it as ridiculing the folks making up Congress; make it a circus tent to ridicule the institution itself–which is indeed unfair.

To equate congress with a bunch of clowns is an insult to clowns everywhere.
