Just making the suspension equal to the injury length won’t work. In one case, you can get a third-string tackle (i.e. the “Hatchet Man”) to give their quarterback a concussion or worse and you won’t have to worry about him in the playoffs next month.
How about your team forfeits the game? In this age of multi-angle replays, it wouldn’t be all that hard to spot a blatant late hit or other dirty play.

It’s not a lot different in hockey. There’s no rhyme or reason to the length of suspension for inflicting injury.
