It’s actually a parody of a well-known British expression. “Swings and roundabouts” basically means that we often have to endure setbacks before we get where we’re going. It’s based on the traffic turning circle, where drivers have to sometimes drive around in circles for a while until they can get onto the road they need. This strip is a parody of that because Fred is referring to actual swings and roundabouts, not the theoretical setbacks.

I found a roundabout in So CA (near the Marongo casino) on Saturday! It was early enough so there wasn’t much traffic, but it sure beat the heck out of waiting at signals. Having driven many roundabouts in England, I had only one bad traffic experience. Usually it was very easy to enter and exit. Except, of course, the one time this CA girl went the wrong way. Good thing there were no other cars.

Don’t you love life when it’s simple and not dizzying?
