    Historically, “cabinet” also meant “small or private room” and was the type of room where rulers met with their closest advisors. The term “cabinet council” goes back to the 1600s, and became shortened over time, and operates much in the same way as when news reports say things like, “the White House issued a denial of the Vice President’s misconduct” or “the measure is stalled on Capitol Hill”.

    President Andrew Jackson had a separate group of informal advisors whom his critics dubbed the “Kitchen Cabinet”. Reagan’s kitchen cabinet included his wife’s astrologer.
