You missed the Very Special “Annie Becomes a Woman” arc over the weekend. It was fast-paced, contained a great deal of character development, and totally upset the status quo.
OK, Ollie used a nail to free a block from his cell, killed the guard, killed another or two, grabbed their weapons, then ended up in some building with laptops galore. Then he grabbed a bunch, and some grenades, fought with his captors a bit, until a bus drove by. Ollie hijacked it, and away he goes.
Nobody knows where his endless energy comes from. I think he ate his kills.
Yes, Santiago was “reactivated” for some special duty. Keep in mind that Washington was concerned that they had lost contact with Warbucks, so there is a good chance that Santiago will be involved soon.

Probably. Granted, we haven’t learned what happened to any of Warbucks’ staff/crew yet.
