Some time ago, Ollie overheard a guard say to his opponent in the nightly “contest”, “Hurt him, but don’t kill him.” If they were keeping him alive strictly for entertainment, then the party’s over. However, he is guessing/hoping that they were keeping him alive for another purpose - and the entertainment was secondary.
Maybe those are the only dogs they have…meant to track prisoners whom they don’t mind killing. But from the conversation in the third panel, I’m not so sure W’s assumption is correct.

I’ve known people with hunting dogs before. They aren’t slobbering killing machines. The dogs, I mean. The owners? Meh…
