Monty: I've never been on this bus before. Woman: Oh really? Wonderful. How exciting for you! Monty: I think it must be running a little late though. Woman: Oh my gosh! That's so neat that you can read the schedule!
She is solicitous for the well-being of the “differently-abled” man. [I think that’s the current PC term, though they do change frequently.] How touching (literally)!
You know, re-tired was originally intended to be the PC term (before that, beleve it or not, the technical terms were things like “moron” and “idiot.”) But people are people and however nice you make the new descriptive term, it still stands for the same thing. Trust me, in a few years “special” and “differently abled” will be considered terrible insults and be “re-tired” in their turn for some new euphemism.
The nice lady is being really nice because Monty is outside without his caregiver. Though if Moondog or the Professor turn up – who do you call when you believe the residents of the local group home are out, running wild and free?

I suspect she’s desperate.

My wife shows the same degree of impressedness when I operate the washing machine. Though in her case its sarcasm.
