That has always annoyed me. On some shows the actors are practically whispering so you have to turn the sound up and then the commercial comes out blaring. Thank God for a mute button.
In a show, you have the background music and other ambiance sounds that make it hard to hear the voices of the actors.
When they make a commercial, they reduce those sounds so that they technically have the same decibel level as a show… but it comes across as being louder.
This allows them to claim that the commercials are not actually louder.

Late at night my TV is turned down to avoid bothering the neighbors. The Billy Mays (yes he still haunts us) comes on.
