I do not believe consummating a marriage is required by law in any state. Nor is it particularly easy to check. Once the marriage license is signed by all parties including the officiant, then recorded by the town/county clerk, it’s official.In our state, common law marriage is not recognized.

Lack of subsequent sexual relations does not automatically affect the validity of the marriage, although in some states non-consummation could be a basis for having the marriage annulled.”
If you click on California law on this site, there is no mention of consummation. And unless both parties claim non-consummation, I doubt it could be proven.
