Best approach now would be for them to find a scrap-metal dealer to whom to sell the pickup (otherwise, the tow-charge will exceed it—towing companies are a legalised scam in many areas, especially WDC).

I made the mistake one summer about 12-15 years ago of suggesting a friend get one of the new small cars that were being touted at $165/month. Her current vehicle was falling to pieces and she had 2 small children. She politely reminded me that was rent money. Using the bus would be cheaper.
Over 70 years without a cellphone and still see no need to own one now. Thank you. (And I am a computer technician, just to put things in perspective.)
