The reason the car is up on blocks is because of the WWII rubber (as well as gas and oil) shortage which imposed severe rationing on the public.
A baby reading a racing form and standing up yelling for the police brings to mind the old Bugs Bunny cartoon with the escaped bank robber dressed as a baby, on the doorstep. What the heck was his name? Monty maybe.
