Ok, there’s a LOT of dumb things in this strip that I overlook, but the bubble pipe is beyond eye-rolling stupid.

As for the “bubble pipe,” I don’t think smoking tobacco is allowed anymore in comic strips because minors read them. Remember Andy Capp used to smoke until the rule was enacted because of complaints. Fagan has to show a bubble, not smoke.
