Maintaining a large building next to the water like that is labor intensive. Not a problem with plenty of money available – but keeping it secret with all those workers? That’s a stretch.
Some fictional (and perhaps real life) villains have solved that problem by arranging for all their workers to meet with fatal accidents before they can divulge the location.
