Greed combined with a bit of frog boiling.
You start the scam with an offer that appears to be harmless even if you are lying to the mark. Then you have a ‘small problem’ come up that requires the mark to give you information or a small amount of money to cover some fees. The mark is now more committed to the scam and you can ask for a little more which will make him even more committed.
