Actually, gmartin997, the component you are looking for is population density combined with population number increases. Then, as now, the greater the population density the higher the number of persons who will transgress, even if the percentage remains the same— and with support from other transgressors, they build their numbers and increase the percentage, too. That means that a high population density coupled with a high population lends support to the dangerous portion of the population, and the political response is to deprive the non-transgression portion of the population of their rights in an attempt to reduce the number of transgressions.
In all the history of Bodie, there were only TWO times when the bandits robbed the PEOPLE on a stage coach. One time they were drunk, and the other they apologized publicly for their misdeed! In all the other cases, they were VERY POLITE to the passengers themselves and just grabbed the stage’s strong box!!
