Small dogs are more likely to bite than large dogs unless the latter are specifically trained to do so, which constitutes armed assault and battery. I saw a postie actually panic over a small terrier barking but not attacking. I once delivered mail to a house guarded by a German shepherd – took five minutes of constant starring it down and two days later the mail was cut off there (not by my doing). My own dog got loose once and was barking at the postie. He just calmly said, “Do you want me to drop this fruitcake on your head?”
Finny Girl: We got a laugh from your response. However, technically it was not a threat, but a calm indication that “your bark does not intimidate me.” All of us laughed at the time – except maybe the dog.

In the US, some mail carriers have pepper spray for such situations. Were Fred an American dog, he might now be rolling on the ground in agony.
