    The Oakland Raiders are jealous of corporate raiders, who are MUCH meaner. (The Tampa Bay Buccaneers are also jealous, and so are the ESU Fighting Crabs of "Tank McNamara fame.)

    Seems straightforward to me. He made an offer to buy their company. They thought it was too little, and asked him if he was flexible. His response is shown in the cartoon.
