That would help make a secret identity more convincing, if you were a really skinny guy in real life. But Cap doesn’t have a secret identity, or it’s so secret even he doesn’t know about it.

Maximum padding, can fly as if he has wings. I sense an endorsement opportunity.

One problem with the padding idea, fat’s hard to hide. A fat person in a “muscular” padded costume still looks like a fat person in a “muscular” padded costume.
