    No, city codes departments make you pay for a permit any time you do improvements.

    And if you are building a house and they change the code mid-stream, you have to tear out what you’ve done and “correct” it.

    Birds are lucky not to deal with permits.

    Once I got used to City of Chicago Code, I realized that if I design for that, it satisfies just about ANY other. Other than California, that is – there’s no figuring those people!
