Have you never run something and watched the progress bar go 1%, 23%, 54%, 100%, 100%, 100%…? The first three panels shows the progress up to 100%, then it’s 100% again. No wonder Horace down below is looking up at Horace above.
That’s what my first interpretation was, the progress from 100 % to actually finished often seems to take forever – especially with Windows updates :-(
