I am so glad people in general don’t have the power to read my mind. I get into enough trouble from people who just think they know what I’m thinking. (To be fair, they’re usually right, but I’m not going to tell them that.)
An EEG measures brain activity by measuring electrical impulses on the surface of your head. That means that the impulses are not confined to the brain, i.e. they are transmitted. So, while I would treat any claim of mind reading with the greatest of skepticism, there is a a physical pathway. That said, the frequency and language (coding?) of such transmission would likely be developed with brain development and be as unique as fingerprints. And another obstacle is the shear volume of thoughts around you, it would be deafening.
