Most likely that Mr. Bigg turns out to be Little Notting …
… But would B-B Eyes have recognized Notting?
Other suspects include …
Dyne O’Matick [I’ve written at length as to how/why he might not be dead.]
P.S. Tone[Based on his secretary’s name, “Mrs. Biggs,” and the devilish fun of this story’s master villain turning out to be a caricature of Chester Gould.
Oswald Chesterfield Cobblepot [?!!]
Purdy Fallar[Which would make perfect sense if the Purdy we’ve seen was actually a double, surgically altered in the same way that Mysta Chimera was – Thus giving a second level of meaning to the title Fall (er) Of The Blackhearts!
Thinking about it, might feel like a bit of a cheat if Mr. Bigg isn’t someone who’s been visually established at some point in the story, and having plugged the “Purdy” plot hole by using techniques which are an established part of the Blackheart’s M.O. to allow him to – Seemingly – Be in two places at once, Purdy thus becomes a viable suspect.
And Purdy has a history of delivering “packages” to Notta, as Willy pointed out in The Notta Chronicles.
But that beggars the question of who the other Purdy – The one on life support – Might be.
My guess?
Ace, of the original 52 Gang, who was ejected from an orbiting space coupe and – presumably – likewise frozen.
His body could have been retrieved and “revived” by Dr. Klipoff in a similar fashion.
Looks like Big Boy’s hand to me today.

Pure speculation, of course.
But fun to think about.
