About the man in the background in the third panel:
He is sufficiently generic that he could be one of several characters (Archie Goodwin as mentioned, Sam Spade, Philip Marlowe, Steve Carella, etc.), but I prefer to think that he is Mike Hammer, included as a tribute to Max Allan Collins (long-time writer of “Dick Tracy,” and now author of the Hammer novels).
How about that guy on the third panel being David Boreanz, either as Angel (from the Angel Detective Agency for the Buffy-spinoff “Angel”) or FBI Agent Seeley Booth (from "“Bones”)?

The short guy at Tracy’s elbow yesterday was Mike Mauser, the chain-smoking private eye in Charleton Comics’ classic, E-Man, which was, of course, drawn by Joe Staton.(I had a picture of Mike Mauser, but couldn’t post it, so anyone curious enough to post one, be my guest.)
I’m biting my typing tongue not to mention the name of Detective Four, mentioned by Mike over on that social networking site, but I shall resist. We’ll see all soon enough here. When I am suited up for business occasions, I often wear black-and-red striped ties; it’s easy enough under some lighting conditions for the red to not stand out but to “bleed” into the black….

I think panel 3 is Mike Hammer. And panel 1 might be Judge Dee rather than Charlie Chan, the mustache looks wrong for Chan. :)
