Wasn’t the thing he was cuffed to open at the top and smaller than the cuffs? It could be very difficult to pull the cuffs off of it while being dragged, but not nearly as hard getting a key out of your pocket and unlocking it.
Most of my fellow Tracy Fans this morning seem to feel that the deer is going to figure into the action in some way, and you’re probably right. But, my first thought when I saw the third panel was that was Joe’s way of depicting action without actually showing it. Like, the deer is at the side of the road, simply observing the car speeding by. The dramatic contrast between the serene forest setting and the villainous activity taking place near the woods. Joe’s version of one of Chester Gould’s famous silent panels, which were usually filled with meaning. Maybe it is all of those things?
A winding road I frequently travel skirts the Forest Preserves on one side and a country club on the other, and deer are regularly seen. One has to restrain the temptation to speed along! Luckily for Tracy, Ghost seems to lack any restraint….

Ha! Yesterday I predicted a quick crossover with Bullwinkle stopping the car and Rocky saving Tracy. Wasn’t quite Bullwinkle, but pretty close!
