Judging Frisk’s age, compared to the Howell’s, I’d say that they’ve been doing this since they were about 12. They don’t seem that much older than her.
Clair is the brains of this outfit?! Sheesh! She doesn’t even know how to smoke her cigarette. I can hardly imagine her having three judges in her pocket (or purse) and running a shady, if strictly not illegal, baby brokerage for many years….
