We recently had a DWP official come to the door and tell us one of our sprinklers was broken. He said a neighbor reported it. We still don’t know why the neighbor didn’t just tell us.
I get very upset on the occasions that we have a bit of drought and restrictions are applied. My condos have an agreement with the city – the restrictions do not apply to us. I turned my sprinklers off for a while when my last dog was old, deaf, nearly blind and terrified by the sprinklers and had to go outside every hour. Plus there was a drought. I literally was yelled at by a board member and told that a neighbor complained that my sprinklers were off and the neighbor was concerned that my lawn might turn brown and my neighbor didn’t want to look at that. It rains here about every 3 days and my lawn never even remotely turned brown. I turned it back on just to shut everyone up, but I was pretty unhappy. We get watered so much that our grass roots are shallow and I expect root rot to set in. Walking on the grass is a squishy experience. Plus it’s nasty grass to begin with.

in our town you can HAND water any day but no sprinklers except on your day to water.
